溫家寶總理2006年兩會答中外記者問(節(jié)選)*

《農(nóng)民日報》記者：總理，您好!我是《農(nóng)民日報》社記者。在今年“兩會”期間，代表委員以及社會各界關注度最高的一個話題就是建設社會主義新農(nóng)村。據(jù)我們所知，我國的經(jīng)濟體制改革是從農(nóng)村開始的，中央也一直非常重視“三農(nóng)”問題，從今年起全部免除農(nóng)業(yè)稅，中央財政支農(nóng)資金達到3397億元。請問總理，現(xiàn)在為何還要專門提出建設社會主義新農(nóng)村?建設新農(nóng)村與中央過去一貫的農(nóng)村政策是什么關系?謝謝?

溫家寶總理：農(nóng)業(yè)、農(nóng)村和農(nóng)民問題是關系現(xiàn)代化建設全局的根本性問題。我想回答一下關于提出建設社會主義新農(nóng)村的深層次的三點考慮。

第一，建設社會主義新農(nóng)村就是把農(nóng)業(yè)和農(nóng)村工作放在了現(xiàn)代化建設全局的更加突出的位置。通過工業(yè)反哺農(nóng)業(yè)、城市支持農(nóng)村，促進農(nóng)村的小康和農(nóng)業(yè)的現(xiàn)代化，這是整個現(xiàn)代化建設的一個重大步驟。

我還想提出一點，加強農(nóng)業(yè)和農(nóng)村建設是一著活棋，這一步走好了，就能夠帶動內(nèi)需和消費，從而使中國的經(jīng)濟發(fā)展建立在更加堅實的基礎上。

第二，建設社會主義新農(nóng)村的著眼點是發(fā)展現(xiàn)代農(nóng)業(yè)，提高農(nóng)業(yè)的綜合生產(chǎn)能力。我們之所以提出要加強農(nóng)村基礎設施建設和農(nóng)村各項社會事業(yè)的發(fā)展，就是為了改善農(nóng)民的生產(chǎn)和生活條件。

第三，建設社會主義新農(nóng)村必須堅持兩條根本原則。一是保障農(nóng)民的民主權(quán)利，特別是土地承包經(jīng)營的自主權(quán)。尊重農(nóng)民的意愿，不搞強迫命令。二是讓農(nóng)民得到實實在在的利益，要把提高農(nóng)民的物質(zhì)文化生活貫徹始終，并且作為檢驗的標準。講求實效，不搞形式主義。

Journalist: I would like to ask why it is necessary to specially set forth the policy of building a new socialist countryside. What is the relationship between the policy of building a new socialist countryside and the previous and consistent policies of the central authorities towards rural areas?

Premier Wen Jiabao: The issues concerning agriculture, rural areas and farmers are fundamental ones bearing on the overall interests of China’s modernization drive. To answer this question, I would like to share with you the three deep considerations of us in Setting up the policy of building a new socialist countryside.

To build a new socialist countryside, we mean to figure the work in agricultural and rural work more prominently in our agenda of modernization. And also, we believe that we need to introduce a policy to make industries nurturing the development of agriculture, and make cities supporting the development of rural areas.

But this move will be able to facilitate our efforts to build a society of moderate prosoperoty in the countryside and modernize China’s agricultural sector. This is a major significant step taking in the overall modernization of the country. I would also like to say that we need to strengthen the development of the countryside and agriculture. This is a key and very significant step because if we can properly take this step, it will go a long way towards boosting domestic demand and consumption in the country. And that will certainly build China’s economy and society on a more solid grouned.

In modernizing China’s agriculture sector, we need to start with the improvement of modern agricultural capacity as well as overall agricultural capacity. The very reason why we focus on the development of infrastructure and all kinds of social programmes in China’s countryside is to improve living and producting conditions of Chinese farmer’s.

No. 3 To build a new socialist countryside, we must adhere to the following two basic principles. No.1, we need to respect the democratic rights of the farmers, especially their rights to independently farm in their contracted land. we need to respect the will of the people in rural areas. And we need to refrain from coercion or using administrative means. No.2, we need to deliver tragible benefits to farmers. We need to make a reality of our goal of improving farmers’ material and cultural existence. And we need to use this as a yardstick to measure our progress and performance. We need to place emphasis on practical results rather than go in for formalism.
